Consider adding 7-day min times in signals description table for HHS #1401

All the HHS 7-day signals have min times of 1/6/2020. This is not clear on the documentation site. Consider adding to the documentation site, in the signal table's description column: “Earliest date available 1d_7dav...etc.” See figures below:
