docs: update client libraries instructions and dev docs #1422

Summary:

(Updated after Nat's changes in #1458.) Our docs still refer to outdated client libraries, so I updated that. I also simplified the language and examples.

Closes https://github.com/cmu-delphi/www-covidcast/issues/1238.

Prerequisites:

[x] Unless it is a documentation hotfix it should be merged against the dev branch
[x] Branch is up-to-date with the branch to be merged with, i.e. dev
[x] Build is successful
[x] Code is cleaned up and formatted
