Consider removing the WireGuard setup for perf testing in Actions #1556

We likely don't need the WG tunnel for this action anymore as we now run it locally.

To fix this:

Remove WireGuard config and job(s) from both Actions that use them. Need to test along the way, but because we are running a local runner we should have direct access to app-mono when the workflow runs.
