Change explanations for reviewer

Moves some packages from Imports to Suggests. Requires adding a shim to avoid {lifecycle} (the standalone code comes from rlang.
Faster examples in flusight_hub_formatter()
No longer export create_layer(). This function is intended for development.
None of this should impact users.
