Remove remaining "_targets" files #50

Since we've moved to named targets branches, we don't need the default _targets script and supporting files/dirs anymore.

I'm pretty sure we need the _targets.yaml file actually, as that's how config variables are set (currently only that crew is getting used, but could potentially be others)
