feat: merge healthdata patch into main #44

This patch lived long enough, let's just integrate it and remove it later if we need to.

Ran this pipeline with cache cleared on two as_of dates 2023-11-22 and 2024-01-10 and got exact match up with previous output from prod forecasters. I'm convinced that this can be merged in.
