`COVIDhub_CDC-ensemble` model not displayed past `Forecast_Date = 2021-11-08` #217

We noticed that there is something odd with the display of COVIDhub_CDC-ensemble on the CMU dashboard. For all targets, it is not showing forecasts after Forecast_Date = 2021-11-08, which was before we actually started making the updated versions. The updated forecast data for more recent weeks seem to be correct on the hub repo

I believe this is related to #215 since both seem to have originated around Nov 8, when a new covidcast docker image was created.
