Unpin pipeline docker container version #246

https://github.com/cmu-delphi/forecast-eval/pull/245 pins the pipeline docker container to the last working version before the Ubuntu 22.04 transition started. A working container relies on arrow changes https://github.com/cmu-delphi/covidcast-docker/pull/12 and https://github.com/cmu-delphi/covidcast/pull/607 to be made.

Pin Ubuntu 20.04 so we can build and use latest image.
