Remove CTIS from COVIDcast main dashboards or indicate it's inactive #1186

In #1173, we changed the CTIS dashboard to alert users that the survey was ending. That's worked out well, and the dashboard clearly indicates that CTIS has ended.

However, People Wearing Masks, Vaccine Acceptance, COVID-Like Symptoms, and COVID-Like Symptoms in Community are still on the main COVIDcast dashboard. They'll get progressively more out of date.

We should either remove them entirely or mark their indicator pages with a notice that the survey ended June 25. I'm not sure what would be best: it could still be useful to use the indicator pages to browse the historical data, but less useful to show them on the main dashboard. But if they're gone from the main dashboard, how would someone find them to know the historical data is available?

Ping, since these are still on the dashboard. @krivard, do we have a way to remove the CTIS signals from the main COVIDcast dashboard but keep them available in indicator drop-downs and other tools?

If this is friendly, let me know and we can just do it. If we want some sort of partial solution (where CTIS shows up in some parts of COVIDcast Dashboard but not others) then we'll need to figure out exactly how it should behave.

I think that sounds reasonable. If anyone is looking for graphs of old CTIS data, they can go to Export Data, use the Dashboard Builder, or use EpiVis.
