OKRF23-87 Set default date to the last date we have data for. #1240

Summary

When we don’t have current data, it shows N/A for all the states in the default view. It would be nice if we defaulted to the last date we have data for, and displayed an explanatory line such as “Date defaults to the last day we have data for the signal”.
