welcome to 2020 #2

a whole bunch of stuff. see the commit messages for details. in short:

huge cleanup of things that happened since 2018
add docker image and dev guide, enables local development
add the covidcast data source
fix a bunch of broken things
remove (just hide) some experimental/unused things
implement direct link to current view (feature request since 2015)

it ain't pretty, but it should be a massive improvement over the current state of things.
