Update versions for github actions #50

This updates node from version 14 to 18 and actions/xyz from v2 to v4.

The change is intended to fix the broken workflows after #48 ("Release v2.1.1") was merged.

These are the same versions used in https://github.com/cmu-delphi/www-main/dev/.github/workflows and https://github.com/cmu-delphi/www-covidcast/dev/.github/workflows .
