Support -> Allow editing/deleting of comments in support tickets #166

From stakeholders:

Ability to edit/delete comments in GB support tickets. Suggest time-boxing this to prevent people from re-writing history. (e.g., you have 5 mins to edit/delete your comment, or it stays forever). Perhaps consider allowing support-staff to have a long time, or allowing admins to delete past 5 mins?? Open to discussion on that.

We'll address this in stages as time permits. First pass: allow Support users to soft-delete ticket activity. Optionally make soft-deleted activity visible through a sidebar toggle.

This already partially exists on the ticket summary/description. The client permits you to edit these fields for five minutes after creation. We need to expand this:
