Updated dev container dependencies and switched to utils #20

Changes

Updated dev container to use Uutils instead of Coreutils
Updated all packages in the Nix container to the newest version
Removed lunatic from the container
Added JQ into Nix container
Fixed issue in Dockerfile not finding the create-user script occasionally
Created a shortcut to start the code server with "ideal arguments"
Fixed issue with running static analysis tools
Updated instructions to reflect changes and added additional steps for fish users
