Added a GUI WhiteBoard App

Description

It is a app that can be used for teaching , drawing graphs , plotting and so on

Motivation and Context

Most Whiteboards or Paint programs written in python do not have a Graphing feature which I have included in this program.

How Has This Been Tested?

Tested it myself, a few friends.

Python 3.9 , Windows , Ubuntu
