(flowCL project) CD11c in "myeloid dendritic cell, human" #132

When querying the HIPC immunophenotype "CD3-, CD19-, CD20-, CD14-, CD16-, 
CD56-, HLA-DR+, CD11c+, CD123-" and expecting "myeloid dendritic cell, human", 
the CD11c+ is not part of the definition for "myeloid dendritic cell, human". 
However, CD11c does exist in this cell type but as 
has_high_plasma_membrane_amount. Either the HIPC immunophenotype should change 
to CD11chi (hi as in has_high_PMA) or the ontology needs to change the 
dependency has_high_PMA to has_PMP or keep has_hig_PMA and add has_PMP.
