https://en.wikipedia.org/wiki/Retina_horizontal_cell says
"Horizontal cells are the laterally interconnecting neurons having cell bodies
in the *inner nuclear layer*"
i.e. cell body is part of INL
Note: current CL test defs says
"A neuron that laterally connects other neurons in the *inner nuclear layer of
the retina*." [ISBN:0195088433]
(this is a bit vague - doesn't say where cell body is, just connecting parts)
This request
https://sourceforge.net/p/obo/zebrafish-anatomy-zfa-term-requests/128/
Makes a request to be part_of INL
nlx
http://neurolex.org/wiki/Nifext_40
says
"Cell in the *external nuclear layer* whose processes receive connections from
the photoreceptors and make connections with photoreceptors and bipolar
terminals in the external plexiform layer. ..."
Soma location: "Retina external plexiform layer"
So both the cell bodies and the connections are in the *outer* NL
