melanocyte should not be a subclass of neurecto-epithelial cell

neurecto-epithelial cell is a subclass of epithelial cell and this is causing 
the inference that melanocyte is equivalent to epithelial melanocyte, which is 
incorrect.

Nicole fixed by changing the melanoblast def to be a develops_from hierarchy, 
eventually going back to neuroectoderm. I also fixed retinal pigmented 
epithelium, which was inferring as a melanocyte because the melanocyte def was 
insufficient- needs to develop from melanoblast. There are many other 
melanosome containing cell types that are not considered melanocytes.
