OBO foundry tracker for term requests #136

It would be great if we had a place to put requests for the whole foundry, for 
example if someone didn't know where such things go. Right now this sort of 
happens on obo-discuss, but there isn't a ticket tracking system for this.

I have had people as about this, so I agree it is a good idea in principle. 
However, I am concerned that because such a tracker will not belong to a 
specific ontology, requests will get orphaned there unless there is a specific 
person designated to monitor the tracker and push requests to specific 
ontologies.
