obo-discuss management and adding ontology contacts

The obo-operations-committee discussed during he October 10th 2012 meeting 
(https://docs.google.com/document/d/1cxYCi0LLcB6FZP1xIv95UARibun2hBZMi8u6VUQbBGA
/edit) that we would use obo-discuss as dissemination vehicle for 
announcements. There was some concern that some people listed as ontology 
contacts on the obofoundry page were not subscribed to the obo-discuss list.

AI for the technical group is to invite all ontology contacts to subscribe to 
the obo-discuss list 
(https://lists.sourceforge.net/lists/listinfo/obo-discuss), mentioning that 
this is where announcements about resources will be made.

Last time I checked the gouglegroup mirrors for teh sf lists were NOT mirroring 
correctly. Still the case?

I didn't know there was a google mirror for SF. AFAIK, we didn't run into 
issues with OBI (actually setup the google mirrors as SF was sometimes losing 
emails).

For this tracker, we just wanted to make sure that contacts for ontologies were 
given an explicit invitation to subscribe to obo-discuss (whichever the 
platform) as we agreed that announcements etc would be done via obo-discuss.

Chris added Melanie and Carlo as admins of obo-discuss. It was decided that we 
would send out a notification to ontology contacts telling them that we will 
subscribe them to obo-discuss (this is a requirement of being an ontology 
contact, you must be in the loop for announcements etc)

Outreach group: create email asking people to register to obo-discuss. Melissa 
volunteers to make sure individuals are subscribed on obo-discuss (will require 
manual check)

Email sent by Melissa on Friday October 27th. Melissa is now admin of the 
obo-discuss list, and will check in a week or so if everyone is on.

Hi Melissa - we are planning our next technical meeting on Friday 9th - do you 
think you will be able to share replies at this point? So we can check and 
decide on how to update info, and/or what's missing.

Status update. All subscriptions on obo-discuss have been reviewed, and those 
that are yet unsubscribed but not marked inactive have been sent a reminder 
email.  Note that this review has resulted in some open questions about how to 
manage the ontology metadata, as well as the need to make edits more 
immediately to ontologies.txt. 

The status is recorded in the above google doc. Note that all orange rows 
require edits to ontologies.txt. I am happy to do this if everyone agrees to 
the changes (though I think I don't have edit privileges).
