protocol: Create /protocol directory with RFC #12

Create /protocol directory with rfc.xml. This rfc describes the OpenDiamond protocol. Additionally, /protocol directory contains the files that are necessary for generating raw .txt and .html versions of rfc.xml. The files include:

rfc2629.dtd
rfc2629-xhtml.ent
rfc2629-other.ent

The .txt and .html versions can be generated by running the provided Shell script:

create_rfc_raw_html.sh
