The changes in https://github.com/cn-terraform/terraform-aws-ecs-service-autoscaling/issues/28 allow us to do this for ECS now. We've already configured it for RDS (https://github.com/civiform/cloud-deploy-infra/pull/259/files). We can use the existing var.civiform_alarm_email as the email to send to.
