Changes:

Creates Route 53 AAAA records when var.is_ipv6_enabled is set to true, making the domain/site IPv6 reachable.

To confirm IPv6 is working correctly, test with https://ready.chair6.net/

Don't worry for infracost jobs in the pipeline. If the other jobs passed is enough.
