fix #382 and #210: NDN protocol interest lifetime #383

This pull request contains:

  1. A follower commit to complete original commit https://github.com/cn-uofbasel/ccn-lite/commit/92e797e32d344a1b9a618353c0b1cb7e21597245 fix for NDN protocol interest lifetime issues #382 and #210.
  2. Adding comment on my previous merge request code explaining why the if block should compare value to -1
