I think there's no possible workaround except patching MU 1.8.2 or using a forked version like maf's 1.9.0

I'm probably going to fix the issue like this:

custom permission "News Manager Settings" will be removed.
users that have access to Theme or Plugins management pages will have access to NM Settings.

I suppose that this solution will be fine for most sites using MU 1.8.x and NM 3.3+

The above solution, unless NMMULTIUSERCUSTOMPERMS is enabled. This new gsconfig setting is for those using a patched or forked MU that properly supports custom plugin permissions.
