fix: distribution fuzzer

This fixes distribution fuzzer and adds distribution to the list of OSS projects that use CNCF fuzzers.

• client has been moved from registry/client to internal/client (https://github.com/distribution/distribution/pull/4126)
• swift storage driver has been removed (https://github.com/distribution/distribution/pull/3982)
• schema1 image is no longer supported
• reference package has been moved to a dedicated Go module https://github.com/distribution/reference
