Improve Services for Projects page #484

The Services for Projects page is almost a duplicate of this GitHub page and they are getting out-of-sync. The Services for projects page should be condensed and rewritten to be an engaging web page highlighting how we support our projects. It can then link to the GitHub page for the full more-technical description.

With the new site design, this page also needs to serve as a jumping off point for our old Tools menu, which we will no longer have. So these tools need to be integrated into the page:

We have a new version of this content on the Contribute site. I have updated the menus to point directly to this new page and created a redirect from old to new.
