Tab container page design improvements #573

On mobile, tab content shouldn't be contained in boxes. Instead, just put a shadow HR between sections. We could also use the shadow HR between sections on desktop too and then I can remove the ones I put on the Brand Guidelines.

Gareth has mocked up how the Brand Guidelines should look on mobile which can serve as the design for the tab containers on mobile.
