dev site

block quotes padding (fixed)
column block bottom padding (previously overwritten, still required)
changes to the way defer/async are added (revisit when more widely adopted by plugin developers or as needed)
WP officially dropped IE from skip link fix.js and other code (we still use skip link fix.js, and as bundled in global JS we should keep it for now as it also applies to old Opera and Webkit browsers)
Block editor is in an iframe, but only when all blocks are version 3 API and also when there is no bottom meta block (SEO Framework inserts meta block, so our site will not move to the iFrame layout unless that plugin changes or we move away from it)

@thetwopct can you check out this issue:

Quote is indented on the new site but not on the old; the indenting looks fine on desktop but not so much on mobile; this indent also shows up on the who we are page and other places

It seems that the order of these two styles here are flipped from what is on the live site so it picks up a different padding-left value: Screenshot 2023-08-10 at 10 55 20 AM

Should we enforce the padding-left:0 in our theme styles?

Checked everything out here and all good. A few things for us to look at in future (noted in 1st comment), other than that let's merge.
