Get Hugo Previews and Production instances to behave correctly

The hugo.IsProduction is resolving incorrectly for some (but not all) of the subsite preview instances. We should fix this because we don't want GTM to be deployed on preview instances. We should standardize the netlify config so that they all work correctly and are consistent with each other. Some info on netlify config here.
