Reduce qualification period from 14 days to 7 days #515

Currently we say A minimum of 14 calendar days shall be reserved for an Evaluation Period in the charter here: https://github.com/cncf/foundation/blame/main/charter.md#L232

In practice, this is a bit long, example from this round of election: https://lists.cncf.io/g/cncf-toc/message/7873

Next time the charter gets updated, can we please reduce this time to 7 days? At least for the TOC nominated seat

I disagree with this - 14 days is not a long time for this, especially given how distributed we are. Personally I'd like to see the GB taking a more active role in assessing candidates, to make sure we have great, highly qualified folks on the TOC. There is a risk that we are overlooking folks who are very qualified, in favour of people who are just more visible in the community. Reducing the period of time in which GB can interact with candidates makes it less likely that they will engage in the process, and that is not a good thing.

And there's also the fact that people can be on vacation which is often longer than 7 days.

I think 14 days is fair given vacation schedules and so on (even though I love for things to move faster).

We historically haven't had issues with this particular part of the process imho.

The hardest part has honestly been chasing qualification votes which sometimes happens since folks are away on vacation.
