Add link to `hi` code-of-conduct on `en` version #603

The link to Hindi code of conduct is not present on the English version unlike other localizations. This PR fixes it :)

Just noticed Hindi code of conduct is also outdated. @kumarankit999 has shown interest to fix the issue https://github.com/cncf/foundation/issues/602#issuecomment-1651057365, so I'm leaving it for them.

This PR only adds the absent link on English version.
