Update project-maintainers.csv for containerd #671

This brings project-maintainers.csv in line with https://github.com/containerd/project/blob/main/MAINTAINERS, which is where the containerd project keeps track of maintainers.

(cc @dmcgowan and @kzys for affiliation changes)
