Update Operator Framework Maintainers #686

This commit updates the list of maintainers to include memebers of the operator framework steering committee as well as approvers in the operator-lifecycle-manager, operator-sdk, and operator-java-sdk projects.

@awgreene I'm not as active as I want to be, so I'm okay with this change. I can still contribute with PR reviews when I find time but I probably no longer need the same level of access.
