Updating Turkish translation.

The CNCF has had a professional translation service provide this version of the code of conduct.

Note: I didn't do the translation on this (just providing the markdown), but comments are welcome!

LGTM overall.

I pinged the Glossary Turkish l10n team on Slack. Anybody can create a PR for any improvements they might suggest (although it is hard to improve the professionals' work)
