Document GSoC project selection and ranking process

One note: we want to encourage folks who are from diverse backgrounds and who are currently underrepresented in the tech industry.

  1. I didn't see anything around this in Google's program rules. I was looking for some material to reference to.
  2. Documenting it part of the selection and ranking process might need a legal review from CNCF.

Given these items, I think documenting the GSoC contributor+proposal selection and ranking process around encouragement of the mentioned folks should be a separate ticket.

Opinions on this matter?

UPDATE: Let's move this to a separate issue later.

This is really helpful for the students out there who are willing to break into the Open-Source world through GSoC. One doubt which is in my mind, the contributions made by the applicants in some other project which was a part of the proposed list but didn't qualify for the GSoC (as we have seen many projects didn't get the chance as JBoss wasn't selected this year) will hold a weightage for the selection process?
