Move Google Season of Docs into archive folder #1098

Since we're moving Google Season of Docs out of the Mentorship WG's administration, we should move the GSoD folder into the archive.

/programs/seasonofdocs --> /programs/archive/seasonofdocs *

Note to CNCF projects, if you want to participate in the program moving forward, you're very much still encouraged to do so. We're moving it out of the Mentorship WG as it's not a mentorship program. If you want help developing proposals or have questions about the program and how to participate with the CNCF, please contact @nate-doube-u in the CNCF slack.

* please use git mv so we preserve the history of the folder
