Issue to track first activity of the Public Sector User Group.

The Public Sector User Group will write an Open Source Memo/blog post on the benefits for open source and where the risk profile is for CNCF projects.

Collaboration will be done in these Google Doc.

Write access can be received by "requesting access" or by contacting @idunbarh.
