[TAG] Create a list of criteria for incubation/graduation #134

Define quality criteria, which should be considered when projects are applying for incubation/graduation

@thschue do you see this as something unique to tag-app-delivery or should it be ubiquitous to all CNCF incubation/graduate candidates? I believe there are already some clear guidelines around metrics - but I do like the idea of more non-functional requirements so would second this notion.

I think the formal criteria are pretty clear and the same for every TAG. But I think we should also provide some kind of quality criteria (might also be a bit more technical) we will consider when we recommend projects (e.g. we are able to reproduce a simple use case without problems).
