I think this is a great idea! IMO we want to encourage and enable new ideas, but also give new joiners the best chance of success by clearly articulating any known expectations or goals of content by the group. Plus the CNCF code of conduct is a really important piece to an inclusive community and while I think it is in many ways independent of my first statement, it is extremely important and should be clearly visible as people join the TAG.

We'd like to establish expectations for contributions to the TAG and its WGs including via GitHub issues, Slack conversations and white paper edits. For example, we want to encourage folks to discuss ideas and not share links without deeper context; and we want to only allow original (i.e., not AI-generated) content into papers, posts and conversations.
I propose we do this by creating a "CODE_OF_CONDUCT" file in this repo describing our expectations and reference it from the "new issue" page, the Slack channel, our community home page, etc. so we all have shared understanding. This issue could be closed via a PR with such a file.
We should include CNCF's code of conduct by reference but we want to go beyond it too.
