Curated list of automations and tools #176

Let's add a section of the maintainer site that identifies common problems or tasks of projects, such as maintain a list of contributors, and vetted solutions that we can recommend for those tasks.

The goal isn't to select just one, but to help projects identify github actions, tools, or processes that are currently being used successfully by other CNCF projects.

It would be great to explain the problem, provide a brief summary of the solution, and a list a couple projects using it so that people can go see what it looks like.

If you have suggestions for tools for people to look at (especially if your project is using it), leave a comment!

@aliok this issue and #423 seem to address the same basic idea. Maybe we should combine them into one issue. WDYT?

@nakhita I notice the toc/tags/cncf-tags-github-org.md file that you created while looking for CNCF guidelines on Github, tools, automation, labels, Project boards, workflow etc.

Would this document aim to give guidance on this?
