[governance review] Istio #414

Istio is in Public Comment for Graduation. As such, they need a governance review.

We will be very happy to work with you, but I do not believe that this is a current requirement for graduation?

Open and neutral govermance was reviewed during incubation, would that be run again?

Yeah, it's completely possible that this will be "no update from Incubating DD".

We just like to take the opportunity of Graduation to give advice on "non-blocking changes you might consider".
