Governance self-assessment template+guide

Security TAG has a process where they ask for a self-assessment before doing the security reviews as the TAG.

We will probably want to have a similar process in the long run.

Details (execution type, content, etc) to be discussed.

Notes from a recent meeting about how to proceed with this work:

• Some content that can be in the guide is available in this PR
• Need to make it clear that help is available if they need it
• Online documentation guide
  • That goes to contribute.cncf.io
  • Instructions will be in the guide, the template will be “lean”
  • Similar to Governance template docs
  • Feature branch

Istio might be a good candidate to ask for trying our self assessment guide+template when we're done.

Dawn: Can we start with the data-gathering bit? That would be a good initial chunk.

This work will be on hold until there's a decision about "projects moving levels (TODO: link)" is done and approved by the TOC.

However, let's create a new task for asking projects doing the data gathering, as explained above. This could turn into an issue template later on. Start a Google doc for easier collaboration.

Plus some easy questions to answer like:

• Any recent changes on the governance?
• etc

In today's Governance WG meeting, we decided to continue with this work, instead of waiting the Project Moving Levels initiative to finish. We can always update the self evaluation guide later.

• Explain the process based on https://docs.google.com/document/d/1252lARpe1KYv_MIy4MHQpnRRyEs5LHOQoJ5JgOwksfs/edit?pli=1#heading=h.dobo4actnqfy:
  • Do a self assessment first
  • Then fill the governance review request form
  • ...

• In the form
  • Add a checkbox: "Did you do a self assessment?" with explanation
  • Add a "latest self assessment" URL (can be a Google Doc, Hackmd, GitHub file, etc.)
