[Action] Make the TAG ENV landing page more appealing and intuitive #146

The TAG ENV website https://tag-env-sustainability.cncf.io is becoming increasingly important to the TAG and is used across projects to communicate our efforts. I think there is room to improve the landing page and make it more attractive and intuitive for new participants. The landing page right now is shown in the screenshot below.

The contribute.cncf.io website could be a good reference here as it uses the same website structure, but IMO has a great first page leading to areas of interest.
