This PR makes minor changes to the TAG ENV repo

remove the artifacts folder. Currently, there was just one PDF. The PDF has been uploaded to our drive. Folder has been replaced with a markdown file
move writing style to governance, get it sorted properly
add a README to archived projects that lists all archived projects.
