Hi,

as discussed this PR is a proposal for moving k8s IoT Edge working group https://github.com/kubernetes/community/tree/master/wg-iot-edge to CNCF in order to continue the work and cover wider range of CNCF projects.

I copied communication details from the current group, but these can be changed when we find the better alternatives.
