chore(governance): Update frontmatter insertion to add title case #1282

Fulfills consistent page titles for the governance webpage as requested in #1257 . More generically ensures all frontmatter for non-index pages is title case across the website.

Updates developer docs for workflow and rsync dependency.

Some H1's are not fully title case - even with the item in the sidebar having consistent capitalization. Continuing to review.

After another look... I think the only wonky part is the presentations.md, which was deleted in a recent PR?
