Implement consistent page title capitalization #1293

Proposal

Establish a conversion for page titles as they appear in the side-navbar given the title frontmatter. Use titles case for all items except where CNCF exists.

Updates

Fixes the consistent page capitalization identified in #1257 for governance

Updates npm dependencies to remove high vuln

Updates governance pages with title case headings

Review

Review the deploy preview -> ensure all side-navbar items across the available sections are all title case where repo markdown files were imported (IE not blog)
