Added maintainer guide as part of #1260 #1302

Aside from the note at the beginning, this is copy-pasted from the content we previously contributed to TAG Contributor Strategy.

For linting purposes, I have only updated the links. At the reviewer's discretion, I would like to save style and spelling fixes for PRs that are dedicated to revisions.
