Removing Docs Assessment label #252

Follow up to https://github.com/cncf/techdocs/pull/249, contributes to https://github.com/cncf/techdocs/issues/247

I've added the new "Docs analysis" label to all the issues and PRs that had "Docs Assessment" on them, so "Docs Assessment" should be safe to remove now.
